The bus was transporting a psychiatric patient and an injured staff member to the Greater Accra Regional Hospital and 37 Military Hospital respectively when it was intercepted multiple times.
Incident Details : The driver was stopped four times by police at various points, including the University of Ghana junction, Opebea Airport, and 37 Military Hospital. Despite pleading with the police to prioritize the medical emergency, the bus was eventually confiscated due to alleged default in payment by the hospital. This embarasing incident happened a day before a scheduled staff durbar on Thursday, 3rd April, sparking concerns about Pantang Hospital's management under Dr. Baning's leadership.
Staff Concerns and Questions
- It was alleged that, four buses and two mini Suzuki cars were procured from MASLOC somewhere in 2018 or there about. However, only two buses and one mini Suzuki car are being seen and used in the hospital's operations.
- Staff are questioning the hospital's procurement processes, wondering if four buses were indeed procured but only two are in operation.
- They are also inquiring about the whereabouts of the other two buses and the other one mini Suzuki vehicle.
- Reports from reliable source, allegedly confirmed that Pantang Hospital is expected to make a repayment of nine thousand Ghana Cedis (GH 9,000) for one bus and eighteen thousand Ghana Cedis (GH 18, 000) in a monthly installment for the 2 buses.
- They are questioning allegedly, whether the hospital funds are being used to make payment of the other two buses missing in action for somebody personal gain.
- Concerns are being raised about the transparency and accountability of the hospital's director management, particularly regarding the procurement agreement.

Outrage at Staff durbar against Dr. Baning, as staff and Union reps insist he is a liar and must go
Amidst the saga of confiscated MASLOC bus, unauthorized rent deduction of staff which attracted the staff petition to the hospital director, the beleaguered Hospital Director Dr. Frank Baning, had the shock of his life when he called for a staff durbar and attempted to justify his reckless actions that has almost collapsed the biggest Psychiatric hospital in Ghana and caused so much pain and suffering to staff.
The staff durbar held on Thursday 3rd April had the agenda; staff and management interaction and AOBs. The durbar was well attended by staff of various cadres in the hospital.
In his opening comments, the Hospital Administrator, Mr. Collins Kesse appeared to rubbish the staff's petition and to make mockery of the petitioners in a bid to court favor with the hospital director. Mr. Kesse suggested that staff who submitted petitions highlighting the ills in the hospital need to face disciplinary procedures. According to the staff, Mr. Kesse's comments was most unfortunate which rather further solidified the perception among the staff that he, Mr. Kesse has virtually become a stooge and a sycophant of the autocratic Dr. Baning.
The Hospital Director in a similar fashion echoed even more disrespectful comments, reinforcing his autocratic leadership style. Dr. Baning stated that he would continue to make decisions “his way” regardless of the staff opinions or concerns.
These reckless statements and comments made by Mr. Kesse and Dr. Baning triggered a spontaneous and brutal backlash from the staff who were already highly charged with resentments. The outburst contributions and questions from the staff were excited to the point of near confrontational. One contribution after the other, the staff minced no words in pouring out their utmost displeasure and disappointments in Dr. Baning's mismanagement and leadership.
Some Union reps present at the durbar registered their sentiments and pointed out vehemently to Dr. Baning and said that most of the decisions he claimed were agreed on by the Union reps were complete falsehood but rather they were his unilateral autocratic decisions. They added that, Dr. Baning has been churning out mostly fabricated minutes of their meetings to fuel his authoritarian ego in derailment of the true reflection of the decisions taken at the meetings.
Dr. Baning's attempts to silence staff members at the durbar were unsuccessful, and he eventually expressed resignation, saying, "Am I the one they are giving it to me like this?" Dr. Baning received the shock of his life and was dumbfounded.
Staff members were becoming increasingly emboldened, telling Dr. Baning that his time is up and he should step aside for a new competent leadership with integrity.
These developments and allegations are serious and have significant implications for the public's trust in mental health institutions.
